We hope that you and yours are safe and healthy and remain so throughout the COVID-19 pandemic.

We remain committed to planning and executing a dynamic and fun summer camp adventure for your Scouts and families. If this pandemic is teaching us anything, it is reminding us that we are clairvoyant and will need to remain flexible. The purpose of this email is to share with you how our council and camp operations have been impacted by the governor’s stay-at-home order and our plan to continue to serve you, and prepare for camp, while keeping everyone safe.

NC Governor Cooper’s Stay-at-Home Order and Impact on Old North State Council and Cherokee Scout Reservation Operations

  • On Friday, March 27, 2020, in an effort to reduce the spread of COVID-19, NC Governor Cooper issued an executive order requiring people statewide to stay-at-home and all nonessential businesses/non-profits to close through April 30.
  • The Old North State Council and Cherokee Scout Reservation are non-essential entities; therefore, we are closed through April 30.
  • Field staff and office staff are working from home and are available via email.
  • See the message posted on the Old North State Council homepage for more information.
  • Because no one is at the council service center to collect the mail, we have placed a temporary hold on all mail delivery. Our mail is currently held at the Greensboro Post Office and will be delivered when the stay-at-home order allows.
  • The council service center is locked. People cannot enter the building to access the drop-box.
  • We remain committed to planning and executing a fun and dynamic summer camp experience for your Scouts and families.
  • Should we be required to cancel summer camp because of CORVID-19 or a Scout is unable to attend summer camp due to a CORVID-19 related issue, we will issue full refunds.
Update on Early Bird Payments & Collection
  • Thank you for supporting 1114 Scouts to submit an early bird payment.
    • FYI, this number tracks with our three-year history of early bird payments.
    • We see this as a sign that we are all looking forward to summer camp 2020 and committed to participating!
  • All early bird payments (online credit card, mail, and over-the-counter) have been processed and applied to your unit’s account (the tracking sheet we keep in the office). Kristina Edmondson, with the help of the office support staff, was able to complete this task.
  • We have not applied the early bird discount to your unit’s account in Summer Camp Systems.
  • We will reconcile those once the council service center reopens.
  • If you need a receipt, we can respond to that request once the stay-at-home order has been lifted.
Payment 1
  • Payment 1 was due on Thursday, March 26
  • Payments that we collected before Thursday, March 26 have been applied to your unit’s account (the tracking sheet we keep in the office)
  • If you mailed a payment, which I directed many of you to do, and it did not arrive at the office by Friday, March 27, your mail is currently being held at the Greensboro Post Office and will be delivered to us once the stay-at-home order is lifted
  • If you need to submit your Payment 1, you can do so two ways:
    • Submit a credit card payment online via Summer Camp Systems
    • Call me and I will take your credit card payment over the phone using Square
  • Parents/guardians are able to submit online payments via Summer Camp Systems
  • If you need a receipt, we can respond to that request once the stay-at-home order has been lifted.
  • Credit card payments online and Square generate an immediate receipt.
Payment 2
  • Payment 2 is due on Thursday, April 23
  • You can submit your Payment 2 in two ways:
    • Submit a credit card payment online via Summer Camp Systems
    • Call me and I will take your credit card payment over the phone using Square
  • If your unit prefers to submit a check, you can mail a check payable to Old North State Council, 1405 Westover Terrace, Greensboro, NC 27408
  • The check will not be delivered until after the stay-at-home order if lifted.
  • We will process and apply to your account at that time.
  • If you need a receipt, we can respond to that request once the stay-at-home order has been lifted.
  • Credit card payments online and Square generate an immediate receipt.
Camperships
  • Campership requests are still due on Thursday, April 23.

  • Instead of submitting campership applications to the council office, please scan and email them to office@csr.camp.
  • In-council and out-of-council units may apply for camperships.
  • This will allow me to receive them, process, share with the committee, and make a decision on the campership in early May.
  • If you need to submit the $20 payment that goes along with a campership you can submit it two ways:
    • Submit a credit card payment online via Summer Camp Systems
    • Call me and I will take your credit card payment over the phone using Square
  • For campership requests that were submitted to the council service center, prior to the stay-at-home order, we have no access to them.
    • If you kept a copy, please scan and email to me at office@csr.camp.
    • If you are unable to share with me again via email, we will act on the requests once the stay-at-home order is lifted.
  • Please work with your families to ensure that the campership applications are complete upon submission.
  • Incomplete submissions slow the process down…significantly.
  • We anticipate that more families may need support as we move through the COVID-19 pandemic and economic slowdown.
  • Should you discover that a family needs financial support after the deadline, please submit a campership request. We will do our best to support these families.

Merit Badge & Activity Enrollment via Summer Camp Systems

  • Merit badge & activity enrollment begin this upcoming weekend.
  • We use Summer Camp Systems as our online merit badge & activity tool
    • http://www.summercampsystems.com/onsc/login.aspx
    • You should already have an account. If not set it up now.
  • For units attending camp Weeks 1 (June 21-27), 2 (June 28-July 4), and 3(July 5-11), we will open merit badge enrollment at 8:00 pm on Friday, April 3.
  • For units attending camp Weeks 4 (July 12-18), 5 (July 19 – 25), and 6 (July 26 – August 1), we will open merit badge enrollment at 8:00 pm on Saturday, April 4.
  • Since we are unable to access our mail or the payments submitted via the drop-box on Friday, March 27, we have no way of knowing which units have and have not made a payment that equals 60% of their campsite.
  • In fairness to everyone, all units will have access to Summer Camp Systems for merit badge enrollment starting this weekend.
  • Some best practices
    • Be sure all of your Scouts have been added to Summer Camp Systems prior to Friday, April 3.
    • This will save you valuable time once merit badge & activity enrollment begin.
    • More than one adult leader from your unit can create a unit-user account. Both of you can enroll Scouts in merit badges & activities simultaneously.
    • Use the Unit Merit Badge & Activity Form to collect the information you need from Scouts to enroll them in merit badges & activities

The safety and health of our campers, Scouts, families, volunteer leaders, and camp staff are of the utmost importance to us.


Today, the executive officers of the Old North State Council cancelled all face-to-face Scouting activities at the unit, district, and council level through April 30. Read more about that here.


The purpose of this email is to provide an update on Cherokee Scout Reservation’s response and preparedness regarding coronavirus/CORVID-19.


The response outlined below was developed in collaboration with our health & safety committee, council physician, camp health supervisor, and the executive officers of our executive board.


Scouts BSA Summer Camp & Webelos Camp 2020
  • For now, Scouts BSA Summer Camp and Webelos Camp 2020 will occur as scheduled and planned.
  • We will continue to monitor the direction of federal and state health officials in making our plans.
  • This means some things will remain uncertain, undetermined, and unclear until the national and state-level states-of-emergency are lifted.
  • We will continue to keep you informed of our plans.


Payment Schedules
  • The payment plans will continue as scheduled.
  • We are unable to extend early bird dates out any further.
  • However, acknowledging people’s personal budgets may become tight in the coming weeks and months, we will not enforce the late payment deadline.
  • However, for us to have an accurate headcount and allow us to best plan, it is important that units and families submit their payments.
  • Scouts BSA Payment Dates
    • Early Bird – Thursday, March 19
    • Payment 1 – Thursday, March 26
    • Payment 2 – Thursday, April 23
    • Payment 3 – Thursday, May 28
  • Webelos Payment Dates
    • Early Bird – Wednesday, March 25
    • Payment 1 – Wednesday, April 8
    • Payment 2 – Wednesday, May 13


Payment Methods
  • For Scouts BSA Summer Camp, the preferred method of payment is online using the merit badge enrollment tool – Summer Camp Systems.
  • For Scouts BSA Summer Camp and Webelos Camp,
    • You are no longer able to pay face-to-face as the customer service counter at the council office is closed to the public until April 30.
    • You may submit checks payable to Old North State Council, 1405 Westover Terrace, Greensboro, NC 27408
      • Include a note with unit type, unit number, and week of camp.
    • During this time, we will accept credit card payments over the phone (336-378-9166).


Refunds
  • Should we not have summer camp due to coronavirus we will issue full refunds.
  • Should someone not be able to attend summer camp because of a coronavirus issue we will provide a full refund.
  • Otherwise, the refund policy remains in place.


Camperships
  • For Scouts BSA Summer Camp, the campership deadline remains Thursday, April 23.
  • For Webelos Summer Camp, the campership deadline remains, Wednesday, April 8.
  • Should you discover a Scout/family has a need for a campership after the deadline, please contact me.


Rescheduling Out-of-Council/Out-of-State Units
  • Should your state’s school end-of-year dates, prevention plans, et cetera, inhibit your unit from participating in Scouts BSA Summer Camp early in the summer, we encourage you to modify your reservation for later in the summer.
  • Before cancelling your plans to attend summer camp, please contact me to discuss options.


Check-in Procedures Modifications
  • For several years, the BSA has provide a pre-event medical checklist for unit leaders to use prior to departing for a Scouting event with the unit.
  • It has been a recommended practice.
  • For Scouts BSA Summer Camp and Webelos Summer Camp, we will require unit leaders complete the checklist and take Scouts and unit leaders’ temperatures prior to departing for Cherokee.
  • We will conduct the pre-event checklist again upon the unit’s arrival at camp.
  • We will take temperatures, for Scouts BSA and Webelos and adults, upon arrival at camp.
  • We have adapted the checklist to include questions specific to coronavirus.
  • It is available under forms on the Scouts BSA and Webelos portions of the https://www.csr.camp/ website.


Communicable Disease + Epidemic + Pandemic Plan
  • As part of the BSA National Camp Accreditation Program (NCAP), we must have a standard operating procedure for communicable diseases.
  • With input from the health and safety committee, council physician, and camp health supervisor, we have updated the communicable disease standard operating procedure to address epidemics and pandemics, specifically coronavirus.
  • Our health lodge protocols are reviewed and updated annually based upon the latest research and best practices
  • In addition to following directions from the Center for Disease Control and Prevention and state health officials, we follow guidance from the American Association of Camp Nurses and the American Camping Association.


Camp Physical Clinic
  • The Camp Physical Clinic, scheduled for Saturday, March 28 is cancelled.
  • We will reschedule.

Pre-Camp Swim Checks
  • The pre-camp swim check scheduled for Sunday, April 26 at Orange County Sportsplex, Hillsborough is cancelled.
  • The pre-camp swim check scheduled for Sunday, April 26 at Bryan Family YMCA, Greensboro is cancelled.
  • I anticipate that the pre-camp swim check scheduled for Saturday, May 9 at the Reidsville YMCA will be cancelled as it falls within the 8-week window recommended by federal and state officials for the quarantine.
  • We will follow the direction of our pre-camp swim check location hosts and the guidance from federal and state officials regarding swim checks in late May and early June.
  • I doubt we will be able to reschedule pre-camp swim checks.
  • We will develop a plan to address the need of pre-camp swim checks but it may mean units coming to CSR during twilight or Saturdays during camp to complete them.
  • It may also mean starting Sunday check-in earlier to accommodate the pre-camp swim check demand.
  • Regardless, we will all need to be flexible with regard to the new, undetermined pre-camp swim check plan.


Unit Memorabilia Orders
  • For Scouts BSA Summer Camp, memorabilia orders are still due on Thursday, May 14.
  • For Webelos Summer Camp, memorabilia orders are still due on Wednesday, May 13.


Scouts BSA Summer Camp Specific Items
  • Merit badge and activity enrollment will continue as scheduled – Friday, April 3 and Saturday, April 4.


Webelos Summer Camp Specific Items
  • The Den Adventure Request Form is still due on Wednesday, May 13.

Technical Questions Regarding Summer Camp Systems

Reminder – 60% Capacity Rule
  • Remember, your payments should be equal to exceed the amount equivalent to 60% of the campsite’s capacity.
  • If you notify us, by March 12, that your unit will use less than 60% of the campsite’s capacity and you are willing to share your campsite with another unit, we will waive the 60% capacity rule for your unit.
  • Please email Kristina Edmondson (kristina.edmondson@scouting.org) to alert us if this applies to you.
  • Here is a link to Unit Estimated Attendance Chart. It shows the capacity of the campsite, the 60% capacity, and the camper attendance estimate you provided when you made your campsite reservation.

Pre-Camp Swim Checks

  • Scouts participate in pre-camp swim checks with their unit not as individuals.
  • Units must make a reservation for pre-camp swim checks by calling the Scout Office (336-378-9166).
  • Most pre-camp swim checks are free, but some do have a cost associated with them. Please note those and follow the established process.
  • The purpose of pre-camp swim checks is to conduct the swim check for summer camp. It is not a unit free swim event.
  • Adult leaders who are Swim and Water Rescue trained may conduct swim checks for their own units.

Summer Camp 2020 + UseLetter 3 - Early Bird Deadline Pushed Back to March 19

Based upon the emails I’ve received I did not do a good job explaining the online payment option during our kick-off meeting. In reviewing my notes and slides from that day, looks like I did not cover it at all. My mistake, my bad. I am sorry.

To allow everyone adequate time to prepare for online payments, communicate with families and the like, we will push the early bird payment deadline back to Thursday, March 19. All other deadlines remain the same.

We use our online merit badge registration system, Summer Camp Systems, to not only enroll Scouts in merit badges and activities, but also provide a means for you and parents to submit payments online.

You now have access to the online merit badge registration system for Summer 2020. As of now you can do one thing – create an account. You should do that now.
More than one person within your unit can have an account. You may want to have your treasurer, summer camp coordinator, Scoutmaster, advancement chair to have an access to the system.
By March 9, we will have loaded all of the Old North State Council scouts and their details Summer Camp Systems. We pull this data from ScoutNet after recharter. Going forward you will need to add Scouts who join your unit by hand.
Out-of-council units, we will provide you with an Excel template to collect your Scouts’ data so we can mass add your Scouts to the system as well. Details are below.
I will email you again, on or before March 9 to let you know the system is ready to take credit card payments. You can begin to make payments via check or face-to-face now.
Checks should be made payable to Old North State Council, 1405 Westover Terrace, Greensboro, NC 27408.
Remember the preferred method of payment is for you to collect funds from your Scouts and then the unit pays the council.

Parents/Guardians Paying for Scouts Online


  • Parents/guardians can pay their Scout’s summer camp fee using the online merit badge system
  • Parents/guardians must create an account.
  • Parents/guardians must know their Scout’s BSA ID.
  • This link will walk parents/guardians through the steps of creating an account and submitting a payment.
  • Parents/guardians can only make payments.
  • All they can see is the payment window.
  • We will only accept payment directly from parent/guardians via the online merit badge registration system.
  • The convenience fee for paying through the online merit badge system with a credit card is 1%.
 
Registering Scouts for Merit Badges


  • We will not begin to enroll Scouts in merit badges until the first weekend of April
  • For groups coming to camp Weeks 1, 2, and 3, you will have access starting at 8:00 pm on Friday, April 3.
  • For groups coming to camp Weeks 4, 5, and 6, you will have access starting at 8:00 pm on Saturday, April 4.

Summer Camp Kick-Off Meeting + RSVP by Tomorrow, Tuesday, 2/10
  • We will host our summer camp kick-off meeting on Saturday, February 15, 2020
  • The meeting will start at 1:00 pm.
  • The meeting will be held at the Old North State Council Office, 1405 Westover Terrace, Greensboro, NC.
  • Please RSVP by 11:59 pm on Tuesday, February 11, 2020 using this link
  • If you, as the unit point of contact, are unable to attend, feel free to send another representative.
  • Senior patrol leaders and other youth leaders are welcome to attend.
  • If you are unable to attend, a hard copy of the 2020 Leader Guide will be mailed to the address you provided on the campsite reservation form.

Summer Camp 2020 + UseLetter 1

Camp Fee
1.For Summer 2020, the summer camp fee will be $350.
2.This is an increase of $15 over the 2019 camp fee.
3.The increase in camp fee will assist us with the following:
a.Hire additional staff members necessary to expand merit badge and program offerings;
b.Retain and attract quality staff members;
c.Continue to keep the camp staff to camper ratio to 1:4;
d.Purchase program equipment associated with expanding our camp program especially our new ATV program;
e.Assist with the construction of 16 new flush toilets and running electricity to 5 campsites.
4.The camp fee is all-inclusive and covers the cost of all merit badge supplies. Except for Scouts who choose to complete the CPR for the Professional Health Provider certification (CPro), at summer camp, as part of the BSA Lifeguard or the COPE & Climbing Instructor -in-Training programs. The CPro fee is an additional $50.
5.The early bird fee will be $330.
6.Campers who make a $110 deposit by Thursday, March 12, the early bird deadline, receive a $20 discount on the total camp fee.
7.Camp Payment Schedule
a.Payment 1: $115 due Thursday, March 26
b.Payment 2: $115 due Thursday, April 23
c.Payment 3: $120 due Thursday, May 28
8.Late fee: $10. After Thursday, May 28, a $10 fee will be added to the registration fee.
9.NOTE: All Scouts who transition from Cub Scouts to Scouts BSA after the March 12 early bird deadline or join your unit as a new Scout after the March 12 early bird deadline will receive the lowest fee available. They will be subject to the $330 early bird fee.
10.The Provisional fee is $375.
11.The Day Camper fee is $175.
12.Remember that camperships are available for Scouts for who the camp fee may be a barrier to attending summer camp. Typically, camperships cover at least one-third of the camp fee. The campership deadline is Thursday, April 23.
13.For Summer 2020, we will be able to make camperships available to out-of-council units. Camperships for out-of-council units will not exceed 1/3 of the camp cost - $150. The deadline is Thursday, April 23.
14.The adult leader fee is $145.
15.The early bird fee does not apply to adults.

Local Membership Requirements for Adults Spending the Night at an Old North State Long Term Camp (Summer Camp or Winter Camp)
  • In December 2019, the Old North State Council Executive Board took action to increase the safety of Scouts camping at Cherokee Scout Reservation
  • Effectively immediately, any adult who spends at least one night while accompanying a Scouting unit to a long-term camp activity, sponsored by the Old North State Council or any of its agents, must be a registered member of the Boy Scouts of America with a completed criminal background check and completed mandatory Youth Protection Training.
  • This local policy supersedes the national policy that requires adults who are staying in camp for more than 72 hours be registered members of the Boy Scouts of America with a completed criminal background check and completed mandatory Youth Protection Training
  • Take action now to register the adults who plan to attend summer camp with your unit as members of the Boy Scouts of America
 
BSA Releases New Annual Health & Medical Record
  • The BSA recently updated the health form
  • 2020 is a transition year
  • Starting in 2021 only the health form labeled 2019 printing can be used
  • For 2020, we will accept health forms labeled 2014 printing if it contains an unexpired physical
  • For those campers and adult leaders who need an updated physical before summer camp, you are encouraged to use the new form (2019 printing)
  • Remember, all people attending summer camp must have a current health form at the health lodge
 
Construction Update
Flush Toilets
  • Each of the four existing shower facilities will receive the addition of four additional flush toilets
  • The contractor has been selected and will begin work on Monday, February 10
  • Anticipate completion of the project in mid-May
Electricity in Campsites
  • We will add electricity to Pawnee, Shoshone, Apache, Kiowah, and Seneca
  • The existing shelters in the campsites will feature overhead LED lights and a few outlets
  • The purpose of electricity in campsites is to support adult leaders who need CPAP machines and allow people to recharge devices
  • A contractor has been selected
  • We’ve coordinated electrical work to finish at the same time as the shower house remodel
ATV Infrastructure
  • We will use the open field at the COPE course for the SafeRider instructional portion of the week
  • We’re building a 30’x50’ shelter near the course that will allow for ATV storage and maintenance with a separate area for instruction
  • ATV committee members have begun to identify the paths Scouts will use for trail rides
