Winter Camp 2020 – Canceled
In response to Governor Cooper’s latest executive order, which establishes a stay-at-home order, combined with increasing cases of COVID-19 across the state, but especially within our council boundaries, in an abundance of caution for the health, safety, and wellbeing of our Scouts, families, volunteers, and staff, the Old North State Council leadership has cancelled Winter Camp 2020.
We know that reducing human interaction, along with practicing social distancing, wearing face coverings, and washing hands, mitigates the spread for COVID-19. We do not feel that hosting a large, overnight camping adventure will allow for the reduction of human interaction.
Unfortunately, with the holidays approaching, we do not have the time to pivot and plan day-long adventures to replace winter camp like we did for Summer Camp 2020. However, the Scout BSA Camping Committee is committed to providing adventures and advancement opportunities to Scouts in Winter/Spring 2021.
The council service center will begin to process refunds in the new year. Payments that were collected via Double Knot or Black Pug will be returned to the credit card on file. Payments that were submitted via check will be refunded via check. Checks will be mailed prior to January 31, 2021. Checks will be mailed to the Scoutmaster at the address on file. We will return payments in full.
In the same meeting, the council leadership determined that the Old North State Council will not host any council, district, lodge, or camping events that last an entire weekend. All of our events will be day events. We will host no overnight event. The new process will start on December 14, 2020 and end on May 31, 2021. This does not impact unit events. Following the guidance of the Center for Disease Control, the NC Department of Health & Human Services, the local health department, and in consultation with their chartered partners, units may continue weekend camping / overnight events during this timeframe.
We appreciate the ongoing support your Scouts, families, and units provide the Old North State Council and Cherokee Scout Reservation. We do not take the trust you place in us for granted. As we make this difficult decision to cancel an event we were all looking forward to, we hope you and your Scouts and families understand how seriously we take our responsibility to provide a safe environment for all of our activities.

Scouts pick three, so each day they participate in a new merit badge/activity (6 hours of instruction)!
Merit Badges
Winter Camp features a great mix of merit badges taught by experienced merit badge counselors! We are offering popular Eagle-required badges as well as some badges that aren't normally offered at our Summer Camp program. ATV PowerSport
An exciting new program at Cherokee Scout Reservation! Explore back country trails at Cherokee Scout Reservation after you complete the ATV Safety Institute RiderCourse on our ATV Field. Suitable for any level of rider*, you will learn the basics of riding safely while respecting the environment. The course builds fundamentals and ends with a fun and scenic trail ride through the back country of camp! Camping
- During registration, the unit will request a campsite.
- Campsite assignments will be made by the camp director to maximize use of Adirondacks
- All campsites have electricity
- Units will be able to build fires in designated fire circles
Access to Restrooms and Water
- Because it is winter, our normal shower houses will be winterized.
- Most of the water in main camp will be turned off to prevent freezing and burst pipes
- Scouts will have access to restrooms in the dining hall, OA lodge, and headquarters
- Scouts will have access to water in these places as well
Heat, Fire, Warmth
- Some of our spaces have heat – OA Lodge, STEM Labs, Dining Hall, Headquarters, Health Lodge
- Many of our instructional spaces will have access to fire – Handicraft lodge, FROGS Shelter, Scoutcraft, campsites
Meals
- Meals will be served in the dining hall
- Meals begin with supper on December 27 and end with supper on December 30

Campsite selection
- Unit leaders may begin to submit Winter Camp 2020 payments and campsite requests.
- The Winter Camp early bird rate is $150 if paid in full by Thursday, November 12.
- After November 12, the fee is $165.
- Payments must come from the unit leader.
- Payments will be collected in installments – in the following increments:
- Payment 1 - $50 per Scout
- Payment 2 - $50 per Scout
- Payment 3 - $65 per Scout
- Payment 1 - $50 – Due Thursday, Sep 10
- When unit leaders submit Payment 1, they will indicate primary point of contact for the unit and campsite selection.
- Payment 2 - $50 – Due Thursday, Oct 8
- Payment 3 - $65 – Due Thursday, Nov 12
- The $15 early bird discount will automatically be applied to Payment 3 payments that are submitted prior to 11:59 pm on Thursday, Nov 12.
- After Thursday, Nov 12, the early bird discount will not be available.
- Adult leader fees will be submitted with Payment 3
- If submitted by November 12, the adult leader fee is $75
- If submitted after November 12, the adult leader fee is $90
- All fees, Scout and adult leader, must be submitted by Thursday, December 3

Payment Methods
- Credit card payments should use the links above.

- Check, cash, and credit card payments may be submitted at the customer service counter at the Old North State Council Service Center.
Campsite selection
- Unit leaders will submit campsite requests when they submit Payment 1
- The camp leadership will make campsite assignments
- Campsite assignments will be made to ensure we maximize use of adirondacks and socially distance
- Remember, each of our campsites now feature electricity

- Scouts who want to attend winter camp, but whose unit is unable to attend, may participate as a provisional camper.
- The winter camp will provide the adult supervision – at least 2 adult trained Scout leaders.
- The winter camp cost for a provisional Scout is $165.
- If paid in full, by November 12, the cost is $150.
- Payment can be submitted in installments or in-full.
- Payment 1 – $50 - Thursday, Sep 10
- Payment 2 - $50 – Thursday, Oct 8
- Payment 3 - $65 – Thursday, Nov 12

Day Camper Payment
- Scouts may attend winter camp as a day camper.
- They may come on Monday, Tuesday, Wednesday, or a combination of the three.
- The cost is $40 per day.
- Full payment is required upon registration for day campers.
- There is not an early bird rate for day campers.
- The deadline to register is Thursday, December 3.
- Day campers arrive at camp by 8:00 am and depart at 5:00 pm.
- Merit badge instruction begins at 8:30 am and ends at 4:30 pm.
- In addition to program supplies, lunch and a patch are included in the day camp fee.
- The camp leadership will enroll day campers in merit badges and activities.
- Day campers will use the Winter Camp 2020 Day Camper Merit Badge & Activity Registration form to communicate merit badge & activity preferences to the camp leadership (coming soon).
