Based upon the emails I’ve received I did not do a good job explaining the online payment option during our kick-off meeting. In reviewing my notes and slides from that day, looks like I did not cover it at all. My mistake, my bad. I am sorry.

To allow everyone adequate time to prepare for online payments, communicate with families and the like, we will push the early bird payment deadline back to Thursday, March 19. All other deadlines remain the same.

We use our online merit badge registration system, Summer Camp Systems, to not only enroll Scouts in merit badges and activities, but also provide a means for you and parents to submit payments online.

You now have access to the online merit badge registration system for Summer 2020. As of now you can do one thing – create an account. You should do that now.
More than one person within your unit can have an account. You may want to have your treasurer, summer camp coordinator, Scoutmaster, advancement chair to have an access to the system.
By March 9, we will have loaded all of the Old North State Council scouts and their details Summer Camp Systems. We pull this data from ScoutNet after recharter. Going forward you will need to add Scouts who join your unit by hand.
Out-of-council units, we will provide you with an Excel template to collect your Scouts’ data so we can mass add your Scouts to the system as well. Details are below.
I will email you again, on or before March 9 to let you know the system is ready to take credit card payments. You can begin to make payments via check or face-to-face now.
Checks should be made payable to Old North State Council, 1405 Westover Terrace, Greensboro, NC 27408.
Remember the preferred method of payment is for you to collect funds from your Scouts and then the unit pays the council.

Loading Scouts into the System



  • In council units
    • By Monday, March 9 we uploaded all the current Scouts in your unit into the online merit badge registration system.
    • Going forward, if you need to add Scouts into the system, you will need to add them manually (like in the past).
    • You will need the following information
      • Scout’s First and Last Name
      • Scout’s BSA ID Number
      • Scout’s Gender
      • Scout’s Email
      • Parent/Guardian’s Name
      • Parent/Guardian’s Phone
      • Parent/Guardian’s Email
  • Out-of-Council units
    • If your unit is returning the Cherokee, you may already have an account.
    • If not, you will need to create an account. Follow the directions above.
    • Complete the PersonImportTemplate.xlsx spreadsheet.
    • The spreadsheet is attached to this email.
    • The green boxes are required.
    • The yellow boxes are helpful but not required.
    • Row A includes directions.
    • Via the Online Merit Badge registration system, submit the file following this path Unit User > Other Items > Upload Files.
    • You can also submit your spreadsheet via email to scshelp@summercampsystems.com, but uploading to the system directly is more secure.

Paying for Scouts Online


  • We will turn on the online payment tool on March 9.
  • I will email you to inform you that the online payment tool is ready for start taking payments from you and your parents/guardians.
  • The convenience fee for paying by credit card is 1%.
  • Remember, regardless of your payment method, you must still indicate which Scouts have paid and the amount paid using the online payment tool.
  • This link outlines how to use the online merit badge system to process your summer camp payments.
  • This link shows you how to run your unit balance report.
  • This link shows you how to run event charges transaction history report – a report that shows the individual payments for each Scout. It could function as a bill to give to parents/guardians.

Parents/Guardians Paying for Scouts Online


  • Parents/guardians can pay their Scout’s summer camp fee using the online merit badge system
  • Parents/guardians must create an account.
  • Parents/guardians must know their Scout’s BSA ID.
  • This link will walk parents/guardians through the steps of creating an account and submitting a payment.
  • Parents/guardians can only make payments.
  • All they can see is the payment window.
  • We will only accept payment directly from parent/guardians via the online merit badge registration system.
  • The convenience fee for paying through the online merit badge system with a credit card is 1%.
 
Registering Scouts for Merit Badges


  • We will not begin to enroll Scouts in merit badges until the first weekend of April
  • For groups coming to camp Weeks 1, 2, and 3, you will have access starting at 8:00 pm on Friday, April 3.
  • For groups coming to camp Weeks 4, 5, and 6, you will have access starting at 8:00 pm on Saturday, April 4.

Summer Camp Kick-Off Meeting + RSVP by Tomorrow, Tuesday, 2/10
  • We will host our summer camp kick-off meeting on Saturday, February 15, 2020
  • The meeting will start at 1:00 pm.
  • The meeting will be held at the Old North State Council Office, 1405 Westover Terrace, Greensboro, NC.
  • Please RSVP by 11:59 pm on Tuesday, February 11, 2020 using this link
  • If you, as the unit point of contact, are unable to attend, feel free to send another representative.
  • Senior patrol leaders and other youth leaders are welcome to attend.
  • If you are unable to attend, a hard copy of the 2020 Leader Guide will be mailed to the address you provided on the campsite reservation form.

Camp Fee
1.For Summer 2020, the summer camp fee will be $350.
2.This is an increase of $15 over the 2019 camp fee.
3.The increase in camp fee will assist us with the following:
a.Hire additional staff members necessary to expand merit badge and program offerings;
b.Retain and attract quality staff members;
c.Continue to keep the camp staff to camper ratio to 1:4;
d.Purchase program equipment associated with expanding our camp program especially our new ATV program;
e.Assist with the construction of 16 new flush toilets and running electricity to 5 campsites.
4.The camp fee is all-inclusive and covers the cost of all merit badge supplies. Except for Scouts who choose to complete the CPR for the Professional Health Provider certification (CPro), at summer camp, as part of the BSA Lifeguard or the COPE & Climbing Instructor -in-Training programs. The CPro fee is an additional $50.
5.The early bird fee will be $330.
6.Campers who make a $110 deposit by Thursday, March 12, the early bird deadline, receive a $20 discount on the total camp fee.
7.Camp Payment Schedule
a.Payment 1: $115 due Thursday, March 26
b.Payment 2: $115 due Thursday, April 23
c.Payment 3: $120 due Thursday, May 28
8.Late fee: $10. After Thursday, May 28, a $10 fee will be added to the registration fee.
9.NOTE: All Scouts who transition from Cub Scouts to Scouts BSA after the March 12 early bird deadline or join your unit as a new Scout after the March 12 early bird deadline will receive the lowest fee available. They will be subject to the $330 early bird fee.
10.The Provisional fee is $375.
11.The Day Camper fee is $175.
12.Remember that camperships are available for Scouts for who the camp fee may be a barrier to attending summer camp. Typically, camperships cover at least one-third of the camp fee. The campership deadline is Thursday, April 23.
13.For Summer 2020, we will be able to make camperships available to out-of-council units. Camperships for out-of-council units will not exceed 1/3 of the camp cost - $150. The deadline is Thursday, April 23.
14.The adult leader fee is $145.
15.The early bird fee does not apply to adults.

Local Membership Requirements for Adults Spending the Night at an Old North State Long Term Camp (Summer Camp or Winter Camp)
  • In December 2019, the Old North State Council Executive Board took action to increase the safety of Scouts camping at Cherokee Scout Reservation
  • Effectively immediately, any adult who spends at least one night while accompanying a Scouting unit to a long-term camp activity, sponsored by the Old North State Council or any of its agents, must be a registered member of the Boy Scouts of America with a completed criminal background check and completed mandatory Youth Protection Training.
  • This local policy supersedes the national policy that requires adults who are staying in camp for more than 72 hours be registered members of the Boy Scouts of America with a completed criminal background check and completed mandatory Youth Protection Training
  • Take action now to register the adults who plan to attend summer camp with your unit as members of the Boy Scouts of America
 
BSA Releases New Annual Health & Medical Record
  • The BSA recently updated the health form
  • 2020 is a transition year
  • Starting in 2021 only the health form labeled 2019 printing can be used
  • For 2020, we will accept health forms labeled 2014 printing if it contains an unexpired physical
  • For those campers and adult leaders who need an updated physical before summer camp, you are encouraged to use the new form (2019 printing)
  • Remember, all people attending summer camp must have a current health form at the health lodge
 
Construction Update
Flush Toilets
  • Each of the four existing shower facilities will receive the addition of four additional flush toilets
  • The contractor has been selected and will begin work on Monday, February 10
  • Anticipate completion of the project in mid-May
Electricity in Campsites
  • We will add electricity to Pawnee, Shoshone, Apache, Kiowah, and Seneca
  • The existing shelters in the campsites will feature overhead LED lights and a few outlets
  • The purpose of electricity in campsites is to support adult leaders who need CPAP machines and allow people to recharge devices
  • A contractor has been selected
  • We’ve coordinated electrical work to finish at the same time as the shower house remodel
ATV Infrastructure
  • We will use the open field at the COPE course for the SafeRider instructional portion of the week
  • We’re building a 30’x50’ shelter near the course that will allow for ATV storage and maintenance with a separate area for instruction
  • ATV committee members have begun to identify the paths Scouts will use for trail rides

Important Deadline this Week

NEW AWARD FOR CAMPERS - Honor Camper Award
  • Each unit will select an honor camper.
  • The unit determines the criteria for selecting the honor camper.
  • Honor campers will be recognized at the Friday evening recognitions campfire. Please make plans to stay through the campfire.
  • Honor campers will receive a special 3” pewter-finished medal featuring the CSR rifle logo suspended from a navy-blue ribbon.
 
Leadership Challenge
  • We created the Leadership Challenge program in response to the demand from SPLs for a program that helped them to be better leaders.
  • We encourage you to enroll your current and future youth leaders in the program.
  • Chris Cobitz, Scoutmaster of Troop 51, encourages Scouts to participate in the Leadership Challenge. Check out this video.
  • Scouts who complete the Leadership Challenge will receive this 3”x4” fully embroidered patch at the Friday evening recognitions campfire.

  • Our Counselor-in-Training program is a leadership development program designed to prepare Scouts to instruct other Scouts.
  • Open to Scouts who are 14 years old or older.
  • There is no fee.
  • There are 10 positions available each week of camp.
  • We have begun scheduling CIT applicants for their week at camp.

12-Day-Out Meetings
  • 12-Day-Out Meetings will occur at the Council Office in Greensboro.
  • Units will schedule appointments between 4:00 pm and 7:00 pm. If needed, we will schedule beyond 7:00 pm.

  2. Reconcile fees paid / receive late payments (goal is to take no payments at CSR on Sunday)
  3. Process refund requests
  4. Obtain health forms
  5. Obtain pre-camp swim check forms
  6. Obtain dietary needs form
  7. Make changes to camper merit badge schedules
  8. Distribute pre-ordered memorabilia
  • Units that participate in the 12-Day-Out Meeting will receive a $20 discount on the unit’s entire bill for summer camp.
  • Out-of-Council Units
    • We will host 12-Day-Out meetings for out-of-council units via phone or video chat
    • We will make individual appointments for out-of-council units on the Wednesday or Thursday following the established 12-Day-Out meeting.
    • I will email you to schedule the appointment.
    • All forms should be submitted to the council office prior to the 12-Day-Out-Meetings.

    • We will accept their payments over the phone.
    • For participating in a 12-Day-Out meeting, the $20 discount will be applied towards their final bill.
 
Memorabilia Update
  • Thank you to those units who submitted memorabilia pre-orders.
  • During the pre-order period, we sold 160 forest green camper t-shirts, 8 lime green t-shirts, and 20 royal blue t-shirts.
  • We will order the minimum number lime green and royal blue t-shirts to fulfill the pre-orders, but it is clear the popular t-shirt color is forest green.
  • We will only have the forest green t-shirt available for purchase in the trading post at summer camp.
 
Payment 3 is due Thursday, May 23
  • Scouts who paid the early bird fee owe $105.
  • Scouts who did not pay the early bird fee owe $115.

NEW TOOL in Summer Camp Systems – Payment Transfers
  • You now have the ability to transfer funds between Scouts
  • Only transfer the funds your unit paid
  • Do not transfer credits applied to your account by camp management
  • To transfer funds, go to UNIT USER MENU
  • Under Other Items (far right-hand column), click Payment Transfer
  • Use the drop down boxes to select Scouts you wish to transfer funds between
 
Paying for Adults
  • Units receive 2 free adults
  • Adults who attend the entire week pay $130.
  • Adults who attend part of the week pay by the meal at $8.50 per meal.
    • They can prepay.
    • They can pay upon arrival.
    • They can pay before they leave.
  • Summer Camp Systems is not set up to take adult payments (yet).
  • Summer Camp Systems thinks all entries are campers and charges them $335.
  • If you want to use Summer Camp Systems to pay for your adults, you will not be able to do it by May 23. We are working on a solution that will not be ready by then.
  • You can still pay for your adults using cash or check.
  • We can close-out the payment for adults at the 12-Day-Out Meetings.

  • You have three options for submitting Payment 2
  • Option 1: The preferred method for submitting Payment 2 is via the online merit badge registration tool – Summer Camp Systems – with a credit card.
    • Directions for submitting payments via Summer Camp Systems.
    • NOTE: Now that Scouts are enrolled in merit badges, you will select CALCUTE BALANCE and MAKE A PAYMENT from the Payment Dashboard

  • Option 2: You may submit a unit check made payable to Old North State Council, 1405 Westover Terrace, Greensboro, NC 27408
  • Option 3: You may submit cash, check, or credit at the counter at the Old North State Council Office
  • Regardless of how you submit your payment, please allocate your funds to Scouts in Summer Camp Systems.
  • There are two tools to help you collect funds from families.
  • The Unit Balance Report shows you how much each Scout has paid.
  • The Transaction History show you the transactions for individual Scouts.
    • This report shows funds submitted by you and parents, credits (early birds and camperships) applied by camp, and refunds applied by camp.
    • You can use this report as a bill for families to show how much is still owed.
 
Unallocated Funds
  • We have credited your campsite deposits to your account in Summer Camp Systems.
  • Typically, this will be $50, $100, or $150 depending upon the number of campsites you reserved.
  • You can allocate these funds towards a Scout’s fees during the Payment 2 or Payment 3 process.
  • The goal is to use the funds in the payment process and eliminate the need for refund checks.
  • This video shows you how to allocate the unallocated fund towards a Scout’s fees.
 
Reminder: Payment 3 and Late Fee
  • Payment 3 and full payment of fees are due on Thursday, May 23.
  • On May 24, a $10 late fee will be added to any Scout’s account that is not paid in full.
 
Campership Deadline
  • Campership applications are due Thursday, April 25.
  • Assist your families in submitting a complete campership application.
    • Complete application with signatures.
    • Necessary documentation.
    • $20 deposit.
  • This will ensure the campership review committee has all the information necessary to review the application.
  • We will review camperships on Wednesday, May 1.
  • You will receive notice of campership awards via email Thursday, May 2.
  • Camperships will be credited the Scout’s account in Summer Camp Systems on Thursday, May 2.
  • Families will receive notice of campership awards via letters that will be mailed after May 2.
  • Only Old North State Council Scouts who are attending Old North Council summer camps.
 
Pre-Camp Swim Checks
  • Call the Scout Office to reserve your unit’s time slot for council sponsored pre-camp swim checks.
  • Unit leaders who are Swim & Water Rescue trained may conduct their own pre-camp swim checks.
  • Swim Check Unit Classification Report can be found here.
  • You can schedule your own pre-camp swim check following these swim check guidelines.

Unit Memorabilia Pre-Orders
  • Unit Memorabilia Pre-orders are due Thursday, May 16.
  • Collect your unit orders using the Individual Memorabilia Order Form.
  • When you check out, put your unit number in NOTE TO MERCHANT TEXT BOX.

  • You can submit your payment several ways:

    • Online through Summer Camp Systems – our online merit badge registration system. The directions are below.
  • If Scouts participated in the early bird process, they do not have to submit Payment 1.

Merit Badge Enrollment
  • We will turn on the merit badge enrollment tool for units once they submit Payment 1 that meets one of the following criteria.
    • Submit Payment 1 in the amount equal to 60% of your campsite’s capacity, OR
    • If you have told us you are bringing less than 60% of your campsite capacity, you have paid for 60% of the Scouts you have indicated you will bring to camp.

Two major deadlines this week.
 
Deadline 1 – Early Bird Payment
  • Early Bird Payment - $105 per Scout – Due this Thursday, March 14
 
Deadline 2 – Request to Waive 60% Capacity Rule
  • Due this Thursday, March 14
  • Remember, your payments should be equal to exceed the amount equivalent to 60% of the campsite’s capacity.
  • If you notify us, by March 14, that your unit will use less than 60% of the campsite’s capacity and you are willing to share your campsite with another unit, we will waive the 60% capacity rule for your unit.
  • Please email Kristina Edmondson (krinstina.edmondson@scouting.org) to alert us if this applies to you.
  • Here is a link to Unit Estimated Attendance Chart. It shows the capacity of the campsite, the 60% capacity, and the camper attendance estimate you provided when you made your campsite reservation.
  • There is a page per week of camp in the Unit Estimated Attendance Chart.
  • The units who have informed us in writing that they will use less than 60% of the campsite’s capacity and are willing to share the campsite with another unit are highlighted in blue. 
  • The chart has been updated sine Summer Camp 2019 + Update 5 was posted.
 
Merit Badge Enrollment
  • We will turn on the merit badge enrollment tool for units once they submit Payment 1 that meets one of the following criteria.
    • Submit Payment 1 in the amount equal to 60% of your campsite’s capacity, OR
    • If you have told us you are bringing less than 60% of your campsite capacity, you have paid for 60% of the Scouts you have indicated you will bring to camp.
  • Some of you will reach this threshold with your early bird payments.
  • For those units who meet one of these criteria with the early bird payments, the merit badge enrollment tool will become available to you on Sunday, March 17 at 8:00 am.
  • Because you have already processed pre-payments online, your Scouts should already be entered into the merit badge system. If they are not, directions on how to add a person are below.

Dear Unit Leader:


Welcome to CSR! My name is Jason Coe, and I'm the volunteer who maintains our camp merit badge registration system. I believe most of you have received an email from Bud stating that we will pre-load your scouts before registration begins. I will be facilitating the process.

I have provided an attached template that you can fill out for your scouts.  The fields in green are required. The fields in yellow are suggested. The other fields are optional. Row A has instructions on some of the fields.

Please fill out the attached template and get it back to me.  The best way to provide this file is to upload it in the application under Unit User > Other Items  > Upload files.  I will accept email files too, but I prefer the upload method.

If you have attended camp in a previous year, send me your troop number, and I will extract what information we have.

If you have not created an account, feel free to do so at any time.
